The entire point of the mitigation efforts is to make it seem like the “This is overblown” people have been right the whole time. We want to make it seem like we overreacted. That is what success looks like.

And I do not mean to downplay what is happening in much of the country. It is undeniably a tragedy and should have been handled much better. All of my immediate family is in NY/NJ, so I know how bad and scary this thing is.
