Sending confirmed or presumptive positive cases home to self-isolate with family or housemates should be a last resort. Communities and government should set up isolation facilities in dorms or hotels ASAP.

We can't wait for government to act. Friends and family can find ways to pool resources, communities should do this for themselves.
