The U.S. may implement 2 different regimes for surveillance and restriction on movement post quarantine: one for people already targeted by the carceral state and another for everyone else. Public health will be used to justify the 1st regime & be ignored for the 2nd.

We see this already with travel bans for int'l travel but no legal restrictions on domestic travel. With closing the border and eliminating asylum while Americans travel freely to pharmacies in Mexico. With social distancing required for free ppl but denied to incarcerated ppl.

There is already a massive government apparatus to surveil, incarcerate, and restrict movement of targeted groups, overwhelmingly people of color. Driven by profit, racism, and political opportunism. It is being repurposed to the COVID era on spurious public health grounds.

Any tracking, tracing, and restrictions on movement necessary to stop the spread of disease should apply equally to everyone. Almost certainly, they will not.
