Here's a thread of products by Specular International, a graphics software company that was active from 1990 up until they merged with some other companies into MetaCreations in 1997. All of it can be used in SheepShaver and works well for achieving an authentic 90s 'net look.
Infini-D: Infini-D is a 3D graphics program that was notable in its time for its user friendliness. It has a unique "SplineForm" modeling system similar to what you'd see in Adobe Illustrator, making it accessible to 2D artists too. https://macintoshgarden.org/apps/infini-d-45
LogoMotion: LogoMotion is another 3D graphics program, similar to Infini-D but a lot simpler. It was intended specifically for making animated 3D objects for TV and the web, like logos and buttons.
TextureScape: TextureScape is a *2D* graphics program specifically meant to create tiling images/textures with. What makes it unique even today is its very '90s shape library. Pairs well with LogoMotion! https://macintoshgarden.org/apps/texturescape-2
Collage: Collage is another 2D graphics program, this time meant specifically for laying images and 2D compositing. It might not be as necessary today, but is still fun to play with for the sake of its age (as are all Specular products).
Crap, I forgot the links to LogoMotion and Collage! Here they are:

BackBurner: The final program on this list, BackBurner may be truly useless today. It was a distributed rendering program for Infini-D. Hook a bunch of Macs up to it, and they'll all work on rendering the frames of your project, leaving your primary computer free to keep using.
Unfortunately, there are no copies of BackBurner available online today. I have one and am working through some, uh, computer complications to try and get it there. (...in the case that you've thought of a way to use it.)
With the exception of Infini-D, the versions of this software linked to in this thread were all created and published by Specular alone. However, you may be able to find some more recent versions of these under MetaTools/MetaCreations' name(s). https://macintoshgarden.org/apps/metacreations-logomotion-21
