IMO it comes down to:
1. Do you trust Gov to decide what constitutes a crisis big enough to violate liberty?
2. Would your answer change if your enemy was in power?

4: Do "the people" have a channel to hold State to account, were the Gov to grossly abuse power through an Emergency/War Act? In a functioning democracy/constitutional republic, you hope so. Though this begs further discussion on where a constitution & democracy can butt heads..

Crisis makes you realize the frailty, & complex living nature, of our systems. & When you see how many countries get it wrong..despite flaws, I do remain just in awe of the incredible foresight the Founding Fathers had. The US Constitution is a mind blowingly self-aware document.
