Why is this in here (besides to preserve access)? The single solitary question any journo should have for Barr is, "Does USG have means to make states reopen?"

Why not talk about decarceration which he has a direct role in and which is part of the equation?
Why not write a story that says, "Look, it's not up to people in DC to reopen the economy. The things that people in DC could do to hasten that, they haven't done. We can't tell you what states are doing, bc our sources are in DC. But here are some struggling outlets that can"
Seriously: Someone needs to talk seriously about what needs to happen to reopen the economy. But ¶1 should admit, it's not a DC decision, and everything DC could have done to hasten that, they've fucked up in catastrophic levels.
