On conference call today, Sen. Sheldon Whitehouse asked Pence and Mnuchin about tax breaks in the stimulus that benefit wealthy taxpayers. He wanted to know who asked for the provision to be included, and Mnuchin said it was a product of bipartisan Senate task force talks.

Whitehouse said he is still pressing for details because he's been assured it did not come from House or Senate Democrats. Mnuchin said he would respond to this letter, according to Whitehouse.

“It’s really scandalous," Whitehouse told me about the provision, saying it appears to be an effort "to loot the American taxpayer" in the middle of a crisis. "There’s something rotten about that – something unAmerican about that."
