A1: because beneficiaroes of the repairs needs work to be tendered so they can eat.

A2: schools, as part of state assets and projects, are easy targets as they don't have tight security. Burning them will create tender opportunities once the lock down is lifted. The eatists will be able to eat, again.
Why schools? Why not other state owned buildings?
A3: that will most likely follow. The risk is too great if they target essential buildings now such as police stations, clinics. These are part of the proverbial plates they ate in the past.
So what you are saying is: once they are done with schools, they are coming for the rest?
A4: they will most likely start with others long before they are done with schools.
