and Fairfield doesn't count because they're too close to Columbia, but Newberry, which also shares a border with Lexington County and has 16,000 more people, does count

Chester County's sole hospital just declared that they are no longer accepting inpatients and have essentially shut down in the middle of this pandemic, btw. In case you were wondering.
