Since yesterday,we’ve been hearing about the 10th Anniversary of the 18th Amendment and it’s being presented as one of the best things happened in our history.
Before expressing my opinion, I would like to say that the basic idea on the face of it..

was great. It talked about distributing the power by taking it from the president’s hands,it talked about provincial autonomy which is an another great thing as it can ensure that there’ll be no discrimination against any of the provinces. (2/16)
Having said that,I don’t think that the amendment is something to cheer about after the results it yielded and that’s mainly due to the way in which it was implemented. In my view,it was a disaster & I think that it was a disaster by design

One of the reasons and the most glaring of those is the NFC award,the NFC award in my opinion has proven to be a menace to navigate through for Finance Ministers who find themselves helpless to allocate the budget properly due to the provincial limitations placed on them...(4/16)
Not only that but the fiscal impact of it has been disastrous which is why our federal govts look horrible. Provinces take a major chunk of the Federal revenue and in response they hardly raise any revenue to become self sufficient which increases the burden on Fed Govt (5/16)
I’m sure that many might question my expertise on speaking over this issue and for this reason I would like to share Dr @AtifRMian ‘s view on the fiscal impact of the 18th amendment(don’t think that there’s anyone better than him to talk over this)

Other than the fiscal impact,the provincial autonomy has dented the country interms of the standards of necessities such as health&education(We all know that how the standards of these things have deferred in all the provinces due to the negligence of the prov govts.

Other than lacking in providing the basic necessities to the people, the 18th amendment has also not delivered upto its promise of devolving power to the lowest level and as a result,our local bodies system has been decimated and is disbanded.

The political forces who were at the forefront of the amendment are mainly responsible for that as they don’t have the will to devolve power. This has caused serious issues when it comes to solving the problems of the common man on ground.

The best example of the damage caused due to the disbandment of local bodies is the current situation of Sind specially KHI where things in terms of the basic necessities are precarious. There are issues regarding sanitation,health,education,basic infrastructure in Sind.

Currently Pakistan is going through really choppy waters due to the spread of Corona virus and for that all the governments are working really hard to facilitate the most vulnerable people during a lockdown.

Despite working hard,there’s still a void between the State &the people.This void in my view is the absence of local bodies&I think that things would’ve been different in their presence :

In my opinion, it’s still too early and unfair to celebrate the 18th Amendment because we’re still waiting for it to deliver its promises. For that matter, I think we need to make major changes in its structure in order to prove that this amendment is historical.

Changes in the 18th Amendment are opposed strongly by some of the Political Forces(particularly by those who have misused it for their advantage and have failed to implement it properly). I believe that they oppose it for political reasons!!

This resistance against reforming the 18th Amendment’s structure is unfair and unfortunate.The 18th amendment,isn’t a Holy Scripture, and if certain parts of it are withholding the government from functioning properly(which is quite obvious),then it should be reformed

The fact is that legislation like humans is not perfect,and needs to improve by reforming it if it’s unable to perform properly
We can only celebrate the 18th Amendment if the way in which it was implemented is reformed or else I’ll consider it as a recipe for disaster.
