Powell talked about making businesses whole because they haven’t done anything wrong. Absolutely nothing anyone has done is coming anywhere close to that.

If you are a small business who has seen revenues decline somewhat but not enough that you need layoffs now or soon, you might be made whole by PPP. If you have literally been shut down, no you will not be made whole.

And this is one reason, perhaps the main one, why we will likely not stay closed as long as we optimally should.
