I have some concern that MB isn't adapting their COVID-19 testing strategy as new data comes in. Maybe @bkives or @ScottBilleck can ask about this. Priority is given to syptomatic travellers, health care workers, and people from remote communities, and contacts with known cases

Symptomatic people not meeting those criteria are not tested to reserve capacity to test the highest priority people. This makes sense if we're seeing a surge and are limited by test capacity, but data from the last 6 days doesn't show any surge.

Based on the newest data, we should be opening up our testing criteria to test as many symptomatic people as possible, still prioritizing the groups previously defined, but filling the remaining spots to use full test capacity. This will be the fastest way to 0 cases.
