Following the normal procedures means you have to deal with those who are pre-qualified to supply. APONYE is not one of those pre-qualified. However in a meeting at the office, Rugunda instructed the staff that he has orders from Janet that APONYE should be the single supplier.
The OPM staff protested & made it clear that APONYE is not pre-qualified & therefore the Procurement & PFMA regulations cannot be flouted in favor of APONYE.
Rugunda later got back to them said that M7 said it's urgent and therefore let them make a limited purchase from APONYE as they undertake due process. The OPM then told APONYE they would buy from him but at the OPM price and not the inflated one at which he wanted to supply.
APONYE unaware of the OPM standards of supplies, decided to run around trying to buy from anyone. Those who sold to him ended up mixing beans with stones to increase their weight and that's how the quality was bad.
In the meantime, the OPM staff insist that being a UGX 75BN procurement, it's too big for a single company to manage and therefore are proposing Multiple companies if not all the pre-qualified firms to supply in quotas.
The arrest of OPM staff is based on their refusal to flout the Procurement guidelines in favor of Janet Museveni and APONYE
