I think one issue many people overlook re: Dutch intransigence on coronabonds is the role of Brexit in altering NL's position in the EU. The German-Dutch alliance on EMU fiscal rules may be less relevant here than NL assuming UK's role of main counterweight to deeper integration.
This has been going on for some time now and precedes the corona crisis. Rutte has consciously positioned himself as the main opponent of EMU reform, and the German govt actually appears to be increasingly frustrated with his euroskeptic obstructionism. NL wants to be the new UK.
This is an issue that plays out at two levels: 1) Rutte fears that with the UK gone, the deregulatory pro-corporate agenda favored by NL may be at risk; 2) domestic politics has taken a euroskeptic turn. W/ elections coming up, he fears losing voters to the nationalist far-right.
