Four years ago, Trump savaged George W. Bush for failing to prevent thousands of deaths. He accused Bush of ignoring his briefings, passing the buck, and refusing to take responsibility for dysfunction in his government.

In his criticisms of Bush and 9/11, Trump destroyed the excuses he now offers. He said the buck stopped at the Oval Office. He said incompetent government showed bad leadership. He said the president was responsible for heeding intelligence.
