The Somali gov's intransigence to the proposals brokered by the Cuban gov was spurred by the usual combination of coercion & empty promises from the west. The entire region was set back significantly because of the chain of events that were unleashed after these decisions.
The Somali gov's position meant that nothing short of the absolute collapse of the Ethiopian state, which was unquestionably the least developed nation in the world, was the intended outcome- a scenario that would've greatly imperiled many millions of ppl.
Cuba's appraisal of the situation was correct- the Ethiopian state had to be preserved in order to prevent the horrendous consequences that would've followed. The Somali gov's unwillingness to settle for a mutually beneficial peace forced the negative sum outcome of that war.
