Public Service Announcement: In many states, many people can already vote by mail in the November election without an act of Congress.
I just got out of a Zoom training with Election Protection for the Virginia Democratic Party. Election Protection usually ramps up in September/October. We've NEVER gotten organized in April.
In 2016, 566,000 Virginians voted absentee. The Elections Virginia website doesn't distinguish between in-person absentee and mail-in absentee. But ALL of those voters can and should move over to mail-in absentee.
You can go ahead and request a mail-in absentee ballot NOW for the November election. You need to provide a reason, but CORONAVIRUS is a legitimate resaon. I just filled out an absentee application, and the website literally gave me Rona-specific instructions
And starting July 1st (thanks to a Democratic trifecta in Richmond) Virginia will have no-excuse absentee voting. Which means EVERY VOTER IN VIRGINIA HAS A RIGHT TO A MAIL-IN BALLOT.
South Carolina is a little different, but the principle is the same. in South Carolina, anyone over 65 can vote absentee by mail -- no other reason needs to be supplied.
In 2016, 500,000 people in South Carolina voted absentee 370,000 voted absentee in-person (mistakenly called early voting), and 130,000 voted absentee by mail. But there are over 800,000 registered voters over the age of 65.
So there are far more people eligible to vote absentee by mail than are currently exercising that right.
