Everyone wanted a continuation of the main series, solving crime, and cherry pie. Nobody got that the main story was this grand supernatural allegory for the immense suffering and abuse of a teenage girl.
Most stories use common lived experiences as an allegory for something supernatural or divine. It gets boring. Twin Peaks inverts this so that the supernatural is an allegory for deeply personal events and that's what makes it good.
