Today's @OPCW IIT report means that in the space of ten days in the spring of 2017, the Syrian military executed at least three chemical weapons attacks using nerve agents. There are a lot of questions to be asked. Including what for the longest time was an unspoken secret: That key states had information on surviving facilities and capacities of the Syrian chemical weapons programs, as well as of ongoing attacks - all of which they were monitoring.
Key facilities mentioned with regards to the Lataminah attacks of March 2017, incl Him Shinshar storage facility in Homs and SSRC facility in Barzeh, Damascus, were not named or targeted as part of the Khan Sheykhoun retribution but would continue operating until April 2018.
Again, it is clear that the "red line" has nothing to do with chemical weapons but merely with images of dead embarrassing the President. Both Obama and Trump have ignored dozens of chemical weapons attacks and left the Assad regime to retain parts of its stockpiles and capacity.
While the widespread use of Chlorine had been all but normalized since 2014, the repeated use of Sarin is a tougher nut to crack. A few months before the Lataminah and Khan Sheykhoun attacks, reports had emerged from ISIS-held areas in eastern Hama of lethal nerve agent attacks.
