Actions lately. 22 countries now participating in #US-led counter-narcotics coalition in Caribbean and Eastern Pacific. Why put manpower/equipment on the line in a pandemic if not supportive of the transition plan? Dem. Transition Plan is basically the Olso/Barbados plan. 2/
Absent from this discussion is any mention of #Venezuela's state fragility, which, rather than sanctions, is a major obstacle to delivery of humanitarian aid. Lack of a capable state is a major obstacle to effective response. 3/
Better approach w/ respect to #US sanctions would be to ensure #OFAC clarifies exemptions to mitigate the worst effects of derisking, ensuring aid can enter the country and overcompliance doesn't curtail funding to neutral NGOs and UN agencies already on the ground. 4/
