Former FDA officials and experts at John Hopkins wrote "A ROAD MAP TO REOPENING", which outlines 4 phases. The complete report is at

2/x
Currently, we are in Phase 1: Slow the Spread.
3/x
Before we Phase 2, we must see:
1. Reduction in cases for 14 days
2. Hospitals can handle new cases
3. Can test all people w/ symptoms
4. Can monitor new cases & contacts
4/x
The next phases are
Phase 2: State-by-state reopening
Phase 3: Establish protection and lift physical distancing
Phase 4: Prepare for next pandemic
5/x
There are clear criteria for moving from one phase to the next.
Also a description of what life looks like in each phase.
Example: in Phase 2 we still telework, limit gatherings, and wear face masks in public.
6/x
Moving to Phase 3 requires a vaccine or advances in treatment.
In Phase 3, we priotize who gets the vaccine (when supplies limited)
and roll out mass vaccination. Only then will physical distancing be lifted.
7/x
Phase 4 is to prepare for the next pandemic, which will primarily involve goernment, scientists, healthcare, and pharma companies.
8/x
Folks, this is a long path to recovery. Until a vaccine is mass produced and distributed, the new normal looks a lot like life today, but with schools and businesses open and fewer pressures on emergency services.
