The authors evaluate #onlinevoting against five parameters: #cost
, #participation
, #efficiency
, #trust
, and #security
Against these parameters, they provide an overview of case studies and existing literature to help decision-makers "ask the right questions"

They conclude that, due to the levels of planning, preparation and testing needed, it is unlikely that countries that do not already have these systems in place would be able, or should attempt, to launch #onlinevoting
as an immediate response to a crisis like #COVIDー19

I agree. As a matter of fact, there is a broad consensus that fundamental elements of #electoral #law should not be open to #amendment less than one year before an #election
Touching upon several of these elements, #onlinevoting may need more than a full cycle to be piloted!

For those electoral administrations who may start considering #onlinevoting now
, possibly as a result of the current #COVIDー19 #pandemic
