My uncle is a cancer patient, he is stuck in Delhi since 20 days.He is still under recovery since it's been less than 20-25 days since the operation and requires proper care. We are from J&K. Help needed.

He wants to come back to his home in Jammu and was awaiting for the lockdown to get over, but that door seems to be closed for a while. Please help us out. He has all the medical tests and certificates to prove his case. Please help us in these difficult times.Please reply!
My uncle is ready to come to delhi and take him back to Jammu but he will need a inter-state pass to reach Delhi and take him back to Jammu.
