Is recieving RF signals across the spectrum legal? Provided you don't retransmit, disseminate or otherwise disclose anything extracted... I know that's a broad question and even taking a health X-ray would otherwise fall into this...

If so, what are the legal limits?
Limited by frequency?/Bands?/License??
