An update on JobKeeper: pre-revenue startups may be eligible after all. Here's the relevant bit of the (updated) advice (thread):

"The Tax Commissioner will also have discretion to set out alternative tests that would establish eligibility in specific circumstances (e.g. eligibility may be established as soon as a business has ceased or significantly curtailed its operations)."

I'd strongly encourage pre-revenue startups who have 'significantly curtailed operations' due to COVID (as I know many of you have) to register your intent to apply for JobKeeper and then develop a strong case showing how you've been impacted.
