Gorvenors used to be voted... Swapo used to lose to Dudu Murorua of UDF in Kunene... They decided to am end the constitution during Pohamba's era to handpick them.
And that is not the only thing. There was also a delimitation commission that came in phases that was appointed by the president to re draw regional borders. In principle a good idea but ended up being used as a political tool to advance Swapo's dominance
In 1998, the 2nd/3rd delimitation commission was appointed by President Nujoma, comprised of 3 gentlemen including Dr Samuel Mbambo and Prof Lazarus Hangula. Regions whose borders and shift in constituencies were affected included Omusati, Oshikoto, Zambezi and Okavango.
Pardon me... Not Zambezi but Caprivi. Okavango was subsequently renamed to Kavango Region. Because of Swapo's non influence in Kunene, they decided to make a large part of Kunene to be part of Omusati. This explains how Ruacana Constituency is part of Omusati Region.
After the small Caprivi uprising of 1999... The DC was at it again. They pushed the Kavango-Caprivi borders, so as to put some Kavango people to be part of Caprivi region and vice versa. This created tribal tension because perhaps of the names.
When RDP was formed and Swapo was seeing hibernators there... The DC was again tasked to re look the regional borders of Oshikoto and Ohangwena, Ohangwena and Kavango, Ohangwena and Omusati. The assumption was that RDP was predominantly a Kwanyama party.
To curb its influence, Swapo had to ensure it doesn't have regional dominance in one region. One solution was to appoint governors... The highest government representative in the region to be a loyalist of the ruling party.
It's an obsession of power. Nothing else.
