How does a pre-industrial society exploit oil, coal or natural gas for example?
How exactly? What are they going to do with it?
If they had no use for it, they wouldn't protect it. You wouldn't even need to steal it. You could get them to trade it to you for something they want

You could give them the shittiest trade ever, like say 500 goats they actually have a use for, and you'd get access to vast swathes of precious metals.

The funny thing is, they wouldn't even feel like they got ripped off.
To them, it's a good deal.
They got a bunch of something they need, in exchange for something they have absolutely no use for.
They only have a use/demand for it as well IF you give them your technology.

If you kept your technology to yourself, and they didn't progress to a higher tech level by themselves, you could literally just keep trading animals and food and other things they can use for gold, silver, copper, oil etc.

Think about it, you're the only nation in the world that's industrialised, with weapons that far outmatch anything anyone else can throw at you.
