A short thread on what govts should do after the 21 day lockdown.

1. Let individual states decide on restrictions. Union govt can override these decisions in exceptional circumstances.

2. States should decide control measures on a district-by-district basis.

3. Decisions should be based on threat, which should be determined by extensive testing. Massive scaling up of tests required.

4. There are a variety of steps between full lockdown and full relaxation. Both stepping down and stepping up will be necessary.

5. With masks/face covers, hand hygeine, surface sanitisation, physical & social distancing, it is possible to resume life & business, balancing against outbreak risks. This should be the way forward.

6. Think knob & dial, not on/off switch.
