Which is hurting morale, so enterprises are trying to find funds to pay workers forced to come into work extra. But many factories can't afford to do this and they don't receive money from GOZ contracts until the MoD accepts a piece of equipment. 5/
Moreover, paying workers extra from the company's funds is often illegal given the rules regarding state procurement contracts. Sources also said that supply chain disruptions have created problems for completing arms export orders. 6/
In short, both articles emphasize that Russia needs a national response from the government to fix these issues, which currently is lacking, otherwise production contracts could be disrupted and the OPK could lose some of its more talented human capital. 7/
