The court recorder made one of the lawyers read a disclaimer basically acknowledging that everyone in the room was following the CDC guidelines and wouldn& #39;t hold the court recorder company at fault if anyone got Covid-19. (lol)
Judge Carter has had quite a wind up basically to say that he went and checked 6 hand washing stations today and none of them had water or soap. He says to the LA Deputy Mayor Christina Miller and asks whether that& #39;s ok. "Thats unacceptable and we need to deal with it," she says
Judge Carter says that he needs the personal numbers of @ericgarcetti and @Mike_Feuer because he doesn& #39;t want any buffer in his dealings with the city.

"If you obfuscate my questions we’re going to have a serious problem," he said.
Let me add there are several people wearing masks (including me) and it& #39;s making it tough to hear people.
Judge Carter has Deputy Mayor Christina Miller confirm that the best guess for the capacity the City& #39;s 42 rec centers will be ~2,000 beds. Remember we were told it was going to 6,000 just weeks ago.
Going forward, "I think we can all agree that we’re going to have a huge population that’s going to be unsheltered in some way on skid row," he said. That& #39;s despite the best efforts to get hotels and shelters stood up.
We& #39;re getting a run through from Judge Carter of his tours of the rec centers and sprung structures he& #39;s seen across the city. Carter seems really fixated on skid row and is really worried about the prospect of an outbreak there.
Carter takes lots of photos and is showing images of all the "kids" he sees working at these locations. "You will be glad and heartened by these young people on the front lines. America is in good shape. This city is in good shape. Not right now but it will be."
Judge Carter has now called someone on his phone and is holding it up on speakerphone so we can get an update on what& #39;s going on at the VA. I& #39;m having trouble hearing what this person named "Steve" is saying.
"It& #39;s ridiculous that an ADA person can’t walk on the sidewalk. They have to move in the street," he said. Carter said that he was shocked by how the streets are basically un-useable on skid row.
There& #39;s some push and pull right now about long term and short term solutions. "WE have no master plan on how to save the residents of skid row," Legal Aid& #39;s Shayla Myers says. She& #39;s saying we need to be acting faster right now for the people who are on the streets.
"What& #39;s your solution," Carter asks.

"Commandeer the hotels," she says. This begins an impassioned argument from Myers about how if we& #39;re telling people to shelter in place they need a place to stay.
"Open the taxpayer subsidized hotel rooms, and use the power that the city has," he says.

Sprung structures, Carter asks.

Myers says it& #39;s not a good idea because it& #39;s still a congregate dwelling.
They& #39;ve had to park RV& #39;s from the state near these congregate shelters to isolate people
We& #39;ll be back here in one week at 10 a.m. in the Alexandria Hotel. Judge Carter is now taking one of the County& #39;s attorney& #39;s to skid row.
Judge Carter has brought county attorneys to skid row. Here we are at 6th and Main. No water in these hand washing units!
It’s raining really hard
Sorry my phone was rendered non-functional by the rain. Suffice to say we spent about 2 hours walking and talk on skid row. Judge Carter was testing every hand washing station he saw and speaking with homeless individuals. He also kept taking his mask off!
The judge appeared to be having a ton of fun. He wanted a photo of everyone together at the end. I am home now drying off, burning my clothing and sterilizing my phone and laptop.
