So yeah, I've spent some time lately pouring over more than 1,000 documents provided to the House health committee. They had asked for “all documents, including briefing notes, memos and emails from senior officials... regarding the outbreak of the coronavirus.”

The docs, which included redactions made by the government, show just a small snippet of the conversations being had and the understanding of a pandemic that the world is still trying to get a handle on. So as to be expected, the government policy has evolved (and continues to).
