On the left is an email from DeSantis' general counsel Joe Jacquot to two Broward County mayors. He basically says local authorities maintain local authority,including ability to issue orders

On right is the statewide order, which seems pretty clear locals are losing some power
“This is an example of rhetoric versus executive order,” said @SenJanetCruz. ”You can go to the podium and say one thing but that doesn't change what was signed into order. Words matter, not just in what you say, but in what you do.”
This from the @PGATOUR also caused confusion.

DeSantis did not specifically say golf was an "essential" service in his order, but the PGA sent this out, and club owner showed it to local government officials like it was from the governor's office.
