First off, this is clearly not going to be universal. The intent here is to "reach only the most vulnerable." It is a form of minimum income. It's great to expand the safety net, but it's still a net, not a floor.

Here are some improvements it makes to the existing safety net:
1. When unemployment ends, people will get minimum income until they are employed again.

2. People who don't qualify for unemployment will get it. That includes domestic workers and caregivers of dependents.

3. Instead of regions handling welfare, the Spanish government will.
It is estimated that this new minimum income could reach 5 million people in Spain. The population of Spain is over 48 million. That means this new benefit could potentially reach about 10% of the population. That's a decent expansion that will reduce poverty, but it's not UBI.
