How often do you see official Government documentation without a seal? They love their seals!

Other things I find unusual:
- It mentions he "went to a California clinic for a brain scan" For a case file, it is unsual not to specify name of said business Amen Clinic
- Why is United States the plaintiff and not Datto?
- Why is Datto not even mentioned?
