A serious question for governments thinking about repatriating the medical supply chain: are you willing to remove Canada from the international trade treaties that currently prohibit this?
Limiting local preferences in public procurement is a BIG part of CETA (the Canada-EU treaty.) How exactly do we rebuild the emergency supply chain here in Canada if we're party to a treaty that forbids it?
Adding: since health care is the biggest single thing Ontario does, letting the province have a public health exemption for local procurement amounts to a MASSIVE carve-out even if you keep the general rule that governments can't prefer local firms.
