New "emergency $10k grant" as part of EIDL is now interpreted as "$1k per employee up to $10k max" at least according to SBA's Massachusetts branch.

The implications of that are pretty large, if it's true. Some biz owners may have passed temporarily on the PPP because of its reduction of including any EIDL grants. If those EIDL grants are limited per employee, then companies could have qualified for more PPP max amt.
