Yogi can go for a partial lockdown in some districts of UP ,although its risky as clusters of unaffected districts have 1-2 neighboreing districts which hv COVID cases.
It better if the lockdown is not relaxed in Maha,although most cases are in Mumbai,Ahmadnagar,Pune and Aurangabad only.Almost all districts have been affected except few in middle and a cluster in East
