THREAD: Senate Bill 841 was amended in the Senate Rules Committee yesterday to, among other things, address some issues related to agency meetings during the COVID-19 emergency. I support this. The section on local government meetings (Subchapter E) starts on page 56, line 26. It is clearly limited to the COVID-19 emergency, so these provisions are temporary, not permanent.
Paragraph (a) explicitly authorizes agencies (I'll use "agencies" generically throughout this thread to mean all of the listed entities) to hold remote meetings during the emergency. I believe this is already allowed, but clarity is always a good thing.
Paragraph (b) makes it clear that a physical quorum (i.e., a quorum all in the same room) is not needed. There MUST be a quorum participating remotely.
