At no time was a community protective shield (find, test, trace, isolate family clusters and/or mass testing) considered realistic to suppress the epidemic by either group.

We have 4-6 weeks to restore a community protective shield (find, test, trace contacts, isolate at home, monitor and support) before we lift the lock down. Then we can keep transmission down using this shield and get the economy going. Government policy MUST change.
