Gamefreak only develops the mainline games and occasionally handles some PR. They do absolutely nothing beyond that. Nintendo can get rid of the entire company of gamefreak from the ownership of Pokemon and hardly anything will change.

That's how little control GF has.

Nintendo has the most control and whatever they say that they want to be the end all be all, is the end all be all. They insisted on keeping swsh a holiday 2019 release so they dont lose millions of dollars pushing back merch, which lead to the dex cut.
