Robert Buckland highlights the early release of prisoners near the end of their sentences will be done on a rolling basis.
This will be only part of the approach to manage the risk to prisoners; other approaches will include increasing prison capacity and cohorting prisoners.
Release of category D prisoners on licence is not currently being considered.
The MoJ are considering further ways to assist legal aid practitioners, and are looking for constructive suggestions from professionals to help the Government understand the challenges they currently face.
As their release will be phased, the Lord Chancellor is confident that there will be enough electronic tags available to monitor those prisoners released early.
