Per @politico: "The ultimate goal — which it delivered on — was to lower unemployment taxes paid by Florida businesses. A 2011 analysis done by the Florida Legislature estimated that the changes pushed by Scott would save businesses more than $2.3 billion between 2011 and 2020."
Now, Scott's system, which those quoted in the piece called the "Scroogiest" unemployment system in America is working exactly as @ScottforFlorida designed it, and that sucks for Floridians left jobless by the coronavirus pandemic.

for how crappily it's working, says one GOP strategist. (Yeah I'll bet that's how a lot of people felt about that whole Medicare/Medicaid/tricare fraud situation but y'all still voted for Rick then turned around and gave him a promotion to Senator...)
So now Florida Republicans are worried about the potential political blowback on the new Republican governor, whose fealty to Trump has been so thorough he dressed his infant in a Trump onesie and at first refused to close Florda beaches or bars so Trump wouldn't get mad at him.
And this would be perhaps a good time to remind you that Florida has a larger, older population than New York, the oldest population in America and has an economy dependent on tourism--cruises (like the one DeSantis won't rescue), Disney, etc and agriculture--all corona targets
