Denver's City Attorney's Office says they do not have the legal right under the agreement with the Convention Center Hyatt to direct the hotel to help. The city likewise says it does not have the ability to force the Westin to help and that FAA regulations also prevent that use.
Denver's City Attorney's Office contacted at least 50 hotels asking for help to provide safe space for people experiencing homelessness. "10 are a hard 'no'. Another 10 or so said they might help, but not with people experiencing homelessness," per a spokesperson.
