In normal times, New York’s State Board of Medicine
"requires that out-of-state health professionals looking to practice in the state submit an application with a $735 fee, and then wait for an average of two to four months before receiving a New York medical license."
New York is one of only 9 states that doesn't belong to any of the medical licensure compacts covering RNs, LPNs, APRNs, or physicians.

If Cuomo hadn't used his authority to recognize out-of-state licenses, the thousands of Drs & nurses heading to NY would be in limbo.
