This gentleman in Kerala applied for a vehicle pass so he could travel to Kochi to purchase biscuits for his cats. It wasn& #39;t granted. I& #39;m pretty sure the person who turned it down didn& #39;t give it much of a thought.

"Today... we have been called upon to respond to the desperate purrs of three felines, whose owner alleges that he was denied a vehicle pass to venture out and purchase “Meo-Persian” biscuits for his cats."
