4/ The #COVID19 crisis is unprecedented in its human, social and economic costs.

To respond we need leadership that's accountable.

We need to ensure every dollar responds to the needs of the most vulnerable and most affected.
6/ With the urgency and scope of the #COVID19 response, we can’t rely on existing safeguards alone. They won't meet the immensity and urgency of this moment.

➡️We need to affirm existing safeguards and oversight while deploying new approaches⬅️
7/ So what #participation and #accountability principles and tools should apply in the global #COVID19 response?

1⃣transparency
2⃣institutionalized participation
3⃣civil society monitoring and mobilization
4⃣specific oversight
8/ Transparency is a foundation of effective and accountable governance.

For governments and communities to guarantee funds are effectively targeted and spent, #MDBs, #IFIs and governments should disclose COVID19 funding, in simple formats, on a single platform.

10/ Traditional stakeholder engagement and community participation is impossible with #SocialDistancing and restrictions on movement.

We need to institutionalize broad-based participation in the emergency response. These should be institutional🏛️and bottom up✊
11/ Governments and dev. partners should create new #COVID19-specific structures that institutionalize #CSO participation in the COVID19 health and financial response.

Ministerial committees and dev. coordination are emerging; but how are #CSO recommendations being integrated?
14/ As an immediate step--and as a component of the @WorldBank fast track response--the @GPSA_org should open a window to award an initial $100 million to #CSOs working on #accountability, #mobilization and #monitoring.

15/ Lastly, govts should immediately establish and fund independent COVID19-specific oversight bodies: e.g. Special Inspector Generals or Special Oversight Commissions.
