No. The Census uses April 1 as a "reference date." (What was your home address on April 1, etc.) You can still respond. Do it this month, before @USCensusBureau sends out workers to knock on doors.

If you have NOT yet responded, @uscensusbureau will send a paper questionnaire to about 70,000,000 home addresses during April 8-16.

There is no other way to get a paper Census questionnaire. The big mass mailing April 8-16 is it.
