China has to be honest about their numbers because their entire economy relies on the rest of the world to purchase their products. They're operating at such a huge surplus that they cannot sustain without global trade, and they know they can't survive the bad PR of them lying.

Many other countries aren't lying per se, but their socialised health care systems rely on stretching the truth to get bigger budgets (this happens in EVERY taxpayer funded scheme btw.) The governments are reporting accurately what they've been told by their health care systems.
