My unemployment claim has been denied. If you work part time you must apply in a VERY specific way. I am investigating and will share my findings.
I make WELL UNDER the $504 threshold, my salary was cut by 75%, yet, I am not eligible?
Here is what I have discovered:
I work 20 hr work week.
My pay was cut 75% leaving me far under the $504 poverty line.
I log 20 hours sprinkled throughout the week.
The qualifying issue is how many days I claimed to work:

Each day or part of a day of work causes your weekly benefit rate to drop by one-quarter:
1 day of work = 3/4 of your full rate
2 days of work = 1/2 of your full rate
3 days of work = 1/4 of your full rate
4 days of work = No benefits due
1 day of work = 3/4 of your full rate
2 days of work = 1/2 of your full rate
3 days of work = 1/4 of your full rate
4 days of work = No benefits due
SO! What I must change when I work and work 20 hours in 2 days of the week.
This still cuts my benefits to half the full rate of $600/wk. I initially anticipated receiving $400/wk, but I will now be cut down to $300/wk (before taxes). This still leaves me under the poverty line, but it is more than a flat out denial of benefits.
I have screwed myself out of two weeks of benefits from this error in reporting. SAVE YOURSELF!
This is a sneaky system; it makes it very difficult to receive part-time benefits. By saying ANY work on ANY day qualifies as a full day of work is twisted and screws workers out of this benefits. This is scary for me, and MILLIONS of other New Yorkers #FreezeRent!
