Both public health and public order have been tied to racialised, classed and gendered notions of what constitutes cleanliness, good health and good order
When police talk about 'cleaning up the streets' as their job they aren't talking about crime but people who have been historically constructed as 'dangers' to the 'health' of the state
Increased police powers, as we are seeing, for eg Peckham Rye and Brockwell Park will be most heavily borne out on the most marginalised because this is inscribed into their function via the concepts of health and order
